Elizabeth Harris

As Chief Operations Officer, Elizabeth serves as the senior executive responsible for leading and managing all operational aspects of the Third-Party Administrator (FSA TPA) organization. In her role she oversees strategic planning, client service delivery, compliance, technology, and process optimization to ensure efficient, compliant, and high-quality administration of client programs.

Elizabeth is an enrolled citizen of the Catawba Nation located in North and South Carolina. She grew up in her tribal community located in Rock Hill, SC. She has a Bachelor of Science degree in Business Management and a Master’s degree in Communications. Elizabeth spent fifteen years of her career working for her tribe. Her first position was Small Business Coordinator in the Economic Development Department. In this role, she worked directly with tribal citizens who wanted to start or grow a small business. She helped with business plan writing and development and started a revolving loan fund. She then moved to the position of Community Services Director. This position included transportation and land use planning, public relations, community events, and new program development. During her time in this position, she started the Catawba Transit Program and a public health program called Wellness Warriors. Elizabeth spent seven years in the Tribal Administrator position. During her time in this position the Nation grew significantly. She was able to work on many important projects while in this position including updating the Financial, Grants Management, and Procurement policies of the Nation, strategic planning with tribal leadership and department directors, and the initial development of Catawba Two Kings Casino in Kings Mountain, NC.

Elizabeth has served on many boards and committees including the Catawba Nation Economic Development Board and the Election Committee, Keystone Substance Abuse Services of York County Board of Directors, and Chair of the United South and Eastern Tribes (USET) Tribal Administration Committee. During her free time, Elizabeth has been learning to make traditional Catawba pottery and enjoys spending time with family and friends. She resides in Fort Mill, SC.
