Baxter joined the Advisory Group in 2025, assisting tribes with project development and financing. Bax is a recent graduate of Carleton College and a proudly enrolled member of the Oglala Sioux Tribe. While at Carleton, he served as Editor-in-Chief of the Carletonian—Carleton College's student newspaper since 1877—and completed his senior capstone on the economic impacts of Tribal Economic Development Bonds and Tribal land use. He previously worked as a research intern at the Cato Institute, focusing on energy and tax policy. In his free time, Baxter enjoys reading, golfing, playing pickleball, and staying active in his Rotary Club.
